Chris Pickard is a Director at Economic Insight. He has fifteen years’ experience as a professional economist in both the private and public sectors, and has advised clients across industries including utilities, transport, healthcare, and financial services.

Chris is an expert in policy and regulatory design in the water and energy sectors. He has advised companies and regulators on issues ranging from market design to incentive frameworks, as well as policy development, evaluation, and impact assessments.

Chris advises companies on all aspects of regulatory determinations, with recent work focusing on financeability in the water and energy sectors. He has also provided extensive support to companies involved in regulatory appeals to the CMA, including on cost assessment and the cost of capital.

His publications have featured in ICLG Competition Litigation, Commercial Dispute Resolution, the International Journal of the Economics of Business, and European Competition Law Review. He regularly speaks at conferences on the economics of regulation and competition.
