Helena Charlton is the Director for Heat Networks at Ofgem. With over a decade of experience in UK energy policy, Helena has specialized in various sectors including renewable electricity, upstream oil and gas, and nuclear resilience. She is currently spearheading the development of Ofgem's heat network regulations as this policy area continues to evolve.
Helena has a distinguished track record in leading the delivery of key renewables support schemes such as the Contracts for Difference (CfD) scheme, the Renewables Obligation, Feed-in Tariffs, and the Smart Export Guarantee. In 2022, under her leadership, her team transitioned to annual auctions under the CfD, securing around 20 GW of new, homegrown generation capacity over the course of three auctions. Among her notable achievements, Helena led the government’s negotiations with the oil and gas industry to deliver the North Sea Transition Deal, and while in nuclear resilience, she oversaw the implementation of a new civil and military radiation monitoring system.
