Martin Crouch is Interim Chief Economist at Ofwat. He has extensive experience in economic regulation, having spent over 15 years at Ofgem, where he served as Senior Partner responsible for improving regulation and overseeing areas including horizon scanning, sustainability, the Chief Economist’s office, and innovation and enforcement functions.

Alongside his current role, Martin is Managing Director of 4D Economics and an Associate at Sustainability First. His work focuses on the future of regulation, infrastructure and innovation, with particular expertise in digital transformation and aligning investor and customer interests.

He has also held a range of advisory and non-executive roles across the sector, including positions with National Grid ESO, UCL, and Heat Customer Protection Ltd, contributing to developments in energy markets, infrastructure and policy.
